Avv. Ilaria Placanica
Ilaria is Of Counsel at RASS and collaborates with the Administrative Law team in the Milan office. She graduated from the University of Milan with a thesis in European Administrative Law and immediately focused on public contracts, gaining experience particularly in assisting companies in public procurement procedures. Over the years, she has consolidated her expertise in this field, also supporting public administrations in the management of tender procedures. She has also gained significant experience in public competitive procedures in general, compulsory purchase proceedings for public utility purposes, town planning and construction law, environmental law, with particular reference to authorisation procedures, proceedings before independent administrative authorities (especially ANAC and AGCM), and administrative proceedings in general. She regularly handles administrative litigation, representing clients before the Regional Administrative Courts.
Ilaria joined RASS in 2021 following the completion of her legal traineeship and has developed, over the years, broad expertise across various areas of administrative law, providing both out-of-court and judicial assistance to private entities and public administrations alike.
On the private side, she regularly assists companies in participating in procurement procedures for public contracts and concessions, handling the preparation of administrative documentation and bids. She also frequently assists individuals and companies in the context of compulsory purchase proceedings for public utility purposes, with particular reference to the determination of fair compensation and the resolution of interference-related issues. More generally, she deals daily with a wide range of administrative proceedings initiated upon request by private parties and litigation relating to various public competitive procedures.
On the public administration side, she has supported several municipal authorities in managing issues relating to the performance phase of public contracts (application of penalties, early termination, reservation claims, etc.) and, again in the field of public contracts, has assisted public entities in proceedings before independent authorities. She has also provided consultancy in the management of procedures concerning amendments to urban planning instruments.
Outside the firm, Ilaria enjoys travelling and reading.
